In our country, despite there are specific regulations formulating establishment and operation of private hospitals (The Private Hospitals Act), there is no law which deals with public hospitals. Therefore a regulation namely “The Managerial Regulation for İn-patient Clinics” was put in to implementation by The Ministry of Health.
There is no article in The Higher Education Law (law No 2547) which deals with structural organization of university hospitals. In order to compensate legislative gap, some universities introduce regulations which are not authorized by any law; some others prefer implementing the regulations of The Ministry of Health in spite of the fact that these regulations do not cover university activities. In both cases, it is created a contradictionary to the university managerial structure.
In this study, it is discussed the organizational and managerial structure of university hospitals, and it is proposed a new appropriate model harmonized the provision of both education and the health services in universities. [Journal of Turgut Özal Medical Center 2(2):236-240,1995]
