Shubik is forecasting in his paper which was publishcd in 1967, that devolopment in knowledge and information can cause changes in the society, most of which we have already observed today. Shubik knew already that progression of change of knowledge and information rcquested a new definition of the terms and slogans; i.e a democralic state, freedom of choice, ownership and centralization. He is asking these questions: What freedoms do we intend to preserve? Perhaps it wold he more accurate to ask: What new concepts ot Ireedom do we intend to attach the old names to?". The devoloping technology gives the individual a new identificaton. It at the same time could create a system in which protection is non-existent and every one can receive private information about the individual. Shubik does not believe, that the free market can solve the problem of optimal allocation. However, he believes that the voting mechanism and price system are the means to acheving societys goals. Our believes and desires may call for a preservation of market and voting mechanisms, but Shubik means that both mechanisms need updating. To consider all this, he says that human intelligence is incapable of controlling the rale of power that it creates.
