The goverment needs public revenues in order to perform public services. Although which are the most important source of public revenues, revenues acquired by borrowing increases. And the source of this borrowing is either domestic market or foreign sources. In this study, the development of internal debt will be given in the period of 1980-2001 by giving main informations and examining reasons.
